1.0         BACKGROUND

1.1          Introduction

The Private Sector Development Reform Programme (PSDRP) is a framework establishment by Government to implement Private Sector Development (PSD) reforms. It is based on the premise that private sector development is a key development strategy for job and wealth creation and economic growth. Within the broader context of PSD agenda, Government intends to improve the provision of public services through the “one-stop-shop” concept. Services will be provided through integrated government service centres located at a selected central location and will incorporate a broad range of services, which are normally provided separately through different agencies. The model of service provision will be both through manual and e-service channels. This will allow citizens to have access to information about government services and undertake transactions with government agencies.

The Government intends to transform the manner in which it delivers services to citizens, businesses and across government departments and institutions through the implementation of e-Government. Recognising the many significant challenges being exerted on the current systems of Government which have not, over time, been robustly or adequately adapted to suit: (i) Growing population demands (ii) Changing technological requirements (iii) Decentralisation of administrative and financial functions (iv) Efficient and effective service provision and (v) Competitive business environment etc. the Government through the Zambia Postal Services Corporation (ZamPost) in consultation and collaboration with other stakeholders is supporting the development of various information systems to provide integrated services offered by institutions electronically to citizens as part of the e – Government programme.

In view of the foregoing, the Government has decided to request for consulting services to develop and/or implement the architectural system design for self-service kiosks for services offered by Government institutions.
